Business Manager -Biosystems Engineering and Soil Science-Pay Grade 40, - Salary DOE&Q - Full Time -This position will manage and coordinate business, financial, budget and other administrative functions within the Department of Biosystems Engineering and Soil Science (BESS). Assure policy, procedure and legal compliance in fiscal, human resource, and grant and contract operations. Assure cost accounting principles on sponsored research agreements are compliant with Federal Office of Management and Budget Circular A-21 for educational institutions. Manage and oversee all business operations within the unit, especially with regard to post-award contract administration, including financial data and forecasting support for investigators and assure the accuracy and efficiency of departmental accounting practices overall. Supervise one accounting support person and two clerical staff; Work closely with government, university, industry partners and clients to facilitate program growth and support departmental head with respect to reporting requirements with the UTIA, the College of Engineering and external organizations. A Bachelor's degree with five years of relevant experience or Bachelor's degree in accounting, finance or business administration with two years experience is required. Eight to ten years relevant direct accounting experience can substitute for education. Financial Specialist I -Sponsored Projects Accounting-Pay Grade 39, - Salary DOE&Q - Full Time -Duties and responsibilities are: To review monthly activity for ARRA sponsored projects awards to ensure compliance with university fiscal policies, federal regulations and award financial conditions. Create and maintain WBS elements for restricted and agency funds. This position will consult with the TSSBA for optional debt financing management; maintain records and documentation related to the issuance of debt obligations and ascertain compliance with bond indenture agreements and university policies; will initiate payment and internal funds transfers for Retirement of Indebtedness accounts; will prepare and distribute projections of estimated debt service requirements for budgeting purposes. Will oversee interest on retainage 1099 reporting to the Internal Revenue Service.
